Let’s clear this up in one line, because the internet is full of outdated figures: the minimum property investment for Turkish citizenship in 2026 is USD 400,000. Not €250,000. Not $250,000. Those were older thresholds that no longer apply. The figure has been USD 400,000 since 2022 and it remains in force today, confirmed on Türkiye’s official investment portal (invest.gov.tr).

The threshold is stated in US dollars, but you pay in Turkish lira at the official exchange rate on the transfer day. What matters is that the valued amount clears USD 400,000 at that rate. This is where a lot of buyers get caught out — so it’s worth understanding exactly how the value is measured.

How It’s Measured

Valuation vs Sale Price — What Actually Counts

Here’s the single most misunderstood part of the whole process. The USD 400,000 is not the number you and the seller agree on. It’s the number an official, SPK-licensed valuation report puts on the property.

Before your title deed (TAPU) transfer, a licensed appraiser inspects the property and issues a formal valuation report. The government uses that report — not your contract — to decide whether you’ve met the threshold. So if you buy at $400,000 but the official valuation comes back at $380,000, you have not qualified, and the application will be rejected.

When you complete the purchase, you sign a declaration at the land registry stating you will not sell the property for three years. This commitment is recorded on the title deed itself. It is the trade-off for the fast-track citizenship: park the value for three years, keep the passport forever.

  • You keep the citizenship even after you sell. The three-year hold protects the integrity of the program — it does not put your passport at risk once granted. After three years you can sell freely and remain a Turkish citizen for life.
  • You can rent the property during those three years. Holding it doesn’t mean leaving it empty. You can (and most people do) rent it out and earn income the entire time.
  • Selling early is possible in specific cases — but it’s not the default plan. The cleaner route, if you want liquidity sooner, is to buy a second property and structure it properly rather than break the declaration.
